It said that a Russian missile launch failed in the area though.. But how could that make a cool design like that?

^^It looks more like one of those large spot lights they use for events. You can make out a bit of light heading towards the ground. Nice effect though.
 
I got a friend that works projecting images into the sky and onto buildings etc (for advertising) he'd love this one.
