Hi, I might be going to PBB for the first time in December, how likely is it that a majority of the rides will be open?

Don't think it's open at all in december. At least the major rides won't be open and probably just nick land.

This should be of help to you a bit as with regards to when the park is even open, as with ride availability it might be worth contacting them if you`re unsure, also take into account possible bad weather.
